As part of our continuing commitment to providing a world-class installation for our military personnel and their families, Pendleton Avenue will be rebuilt from 8th Street downtown out to 2nd Division Avenue. When complete, these major road improvements will result in better traffic flow, improved parking and facility access, and create an attractive bike- and pedestrian-friendly environment with a tree-lined boulevard and, in some areas, off-street parking. This project is part of the larger effort to improve functionality and livability at Joint Base Lewis-McChord (JBLM).

8th Street to 12th Street

Construction between 8th and 12th streets is expected to begin by spring 2012. Local access to offices and other buildings will be maintained. Liggett Avenue will be the detour for through traffic to 41st Division Drive. Work in this area will be done in two stages. The first stage will concentrate construction on the north side of Pendleton Avenue with local access open along the south side. Then, work will shift to the south side of the avenue, with local access along the north side of the road.

12th Street to 41st Division Drive

Road construction in the Pendleton Avenue downtown corridor will be done in phases, beginning with the segment between 12th Street and 41st Division Drive. Initial work is underway with relocation of in-road utilities. Major construction is expected to begin this fall and take about seven months to complete. The main detour around construction will be on Liggett Avenue.

The new street design will feature separate roads for parking and bicycles, improved pedestrian safety, and dedicated left turn lanes to prevent congestion for through traffic. Some of the access roads will be blocked initially to maintain standoff distances from current structures.

41st to 2nd Division Drive

Pendleton Avenue road improvements will also extend from 41st Division Drive out to 2nd Division Drive to serve new barracks to be constructed in that area. This construction is expected to start in fall 2011 and be completed by summer 2012. A detour will be in place beside the construction area.
